It's production music from FirstCom that begins sounding like a knockoff/poor man's version of USA News (an early 615 package). I'm thinking the same composer did both themes, and in America's Station, changed a few of the elements, enabling him to peddle it off as production music. There's a similar deal with a few of the other 615 themes, where a cut or two of one package is repurposed as production music, like Around The Globe (production theme name, a theme from On Your Side). I guess it was either Randy Wachtler or Carl Marsh although I couldn't find the "America's Station" variant attributed to either. It's too... too blatant to be a ripoff, I think.
