WTKR pic---what era?

Anyone know a timeframe on this picture?

 

 

It's kinda hard to see, and when I try to enlarge thru Google images, I get a 404. The site it's for (oldtvguides.com) doesn't make any mention of this. I'm guessing early-80s, considering that the 1985 WTKR clip on Youtube displays a different set and "3" logo, not the digital 3 shown here.

I saw that too. After some digging, I found the full size picture of it:

It's since 1983, so I'm guessing 1983 or 1984.
