They have been using him all week because of Christmas break. That guy's vice is so annoying and kind of creepy. I don't know why WABC hired him. Yes ALL of the voiceovers are done in advance by Charlie van Dyke (previously it was Mike Lewis with the strong and extremely deep "'THIS' is Eyewitness News"). Charlie also does work at dozens of other stations across the country. He sends the sound files to the promotions department or whoever requested the track and they cut the promo to fit his track. Typically someone is on the phone with the voice over guy to make sure they do it exactly the way the station wants the promo to sound and in the exact time they have to fill. Voice over work is typically done freelance style, with an exception that they cannot appear in the same market and sometimes nearby markets in the same media. For example Brian Lee (who does all the WCBS voicing) used to do some promos for WABC back in 2005, while also doing the voice over work for WPLJ-FM. This was allowed even though Brian had a steady contract with WPLJ because it is not TV. Some contracts do not allow the crossover. In any case in a long answer to your question, they are always pre-recorded, and I believe the creepy fill-in guy you are referring to is Mike, who they have used before, but I haven't been watching recently.
