WGHP 1980 question

Something I'd like to know about a certain 1980 broadcast of WGHP TV8 Eyewitness News that is on YouTube in the form of excerpts: Fred Blackman had his name and the newscast name in the lower third, while also having the newscast name and title in an OTS graphic. Why was that title OTS of Fred, instead of an image/graphic of what Fred was reporting on?

I went looking for this clip to find the context and instead found another clip with the same thing.

 

So the answer is "that's just the way they did things then."

Maybe the art department was off that day, or someone lost the slide.  Back in those days, it truly was an "art department" with people creating actual artwork and not just computers doing it for them.

 Never thought of it that way! Nowadays, you can have full-screen images of any story behind one anchor or both anchors, for one thing.
