When did the WGN Evening News get renamed to "WGN News at Five"?

I'm not sure when this move was made since I'm rarely in Chicago, but I noticed that they changed the name, and they still have a makeshift female voiceover for the opener that sounds like it was done in-house. I can't tell if it's Lourdes Duarte's voice, but I think it might be.

 

Did they change the name because people tend to associate "Evening News" with the national network newscasts as opposed to the typical "News at Five" for local news?

The VO is definitely not Lourdes...and yeah, I noticed it on the 15th, so I'd assume it was Monday the 14th. I don't know the reason, though, the station was very quiet about the transition...no mention that I saw.
