They would have to share spectrum with another full-power station; it's already on a subchannel of WRDQ (albeit in SD).

The buyer is two companies, Vita Broadcasting and My Central Valley, LLC. They have pretty much the same principals. Vita is paying $50,000 for the NCE license; the LPTV and all the other tangible assets, including tower land for the Visalia station, are going for $450,000.

We don't know that yet, it's just speculation. We've yet to hear from ABC about where they're going.
