Wait, TV stations have to get permits from the COUNTY OR CITY to build a new news set?

Any new construction or renovation work being done above a certain dollar amount (usually above the $25,000 range, which varies from city to city) requires a permit to be issued as well as a licensed contractor to be assigned first before anything can actually happen. That includes TV studios when you factor in the costs for demo, floor resurfacing, lighting replacement, labor, and other miscellaneous stuff in addition to the actual set installation.

There is also usually a significant amount of electrical work that needs to be done to install a new set. That alone is enough to require a permit in most places.

Well in the olden days sets were a lot less complicated, so most cities didn't care. But over time as building codes evolved things changed. Granted there are still some exemptions and grandfathering...but those are few and far.

Some notable exemptions may be found in LA/Hollywood where sets can be treated differently in many aspects because they are on movie lots.
