Strangely, the article fails to mention that the 17 markets in question are likely the 17 markets that Fox owns stations in (not counting Gainesville).

The 17 FOX O&O stations in question are those that make up FOX Local. Pluto joins the list of others (Roku, Samsung, etc...) that feature these channels.
