Since Comcast is a cable company, they are able to offer their entire comport of channels for streaming within the wifi reach of a cable modem (the "Xfinity in-home network"). Their out-of-home streaming is far more limited, and doesn't include Root NW.

Comcast has a streaming website. Live feeds and everything. It may only work for cable video customers, but it does exist.
