I want to say they were local. NBC probably didn’t make them and likely are part of the graphics package that was used. That being said The Howie Mandel Show was made by NBC but was syndicated.

Look at the background. Countless NBC affiliates have used it in promos, news opens, etc. I'm thinking it was a promo template that NBC made for its stations, but I'm thinking otherwise.

Have you ever seen NBC use it in promos and ID's?

 

I was young then. But pretty much all I can remember were related to Hearst’s image news.

I think NBC created them and the stations could use them as they wished. KNDO was a Raycom Media station back then.

I can confirm this was an affiliate promo package NBC fed out to affiliates in the late 90s.
