This would probably be confined to the West Coast O&Os, as it would interfere with 4pm and 5pm newscasts for the Central and East Coast O&Os. I expect a lot of O&Os to air a second hour of NBC News Daily.

WFLD is already local from 4:30am-1pm with Good Day Chicago, the simulcast of Chicago Now from Fox Local Chicago and their noon newscast.

Seems like a lot of affiliates are flipping early due to the Memorial Day holiday. They know a low-listenership period is coming over the next four days, so they probably want listeners aware of the changes now. You’ll probably have to search around for a stream of an affiliate that plans to see it to the end tomorrow. Also, KNX, KMOX, KCBS and WTIC have all flipped to ABC this afternoon/evening.
