Has been that way for 20+ years now. WCVB and, to a lesser extent, WMTW and WPTZ/WNNE. Basically, it's the curse of a large chunk of New Hampshire being in Boston's shadow. If there was just a little more distance between Manchester and Boston -- say, ten or twenty miles -- things might be different.
